- the mutual assistance of the Parties directed to improvement of quality of education, development of scientific research, information maintenance of the activity aimed at safety of navigation in the water area of the Northern Sea Route
- cooperation of the Parties in the sphere of providing Administration of SMP with qualified specialists and employments of graduates of University of a name of the admiral S.O. Makarov,
- increase in prestige of the scientific activity connected with studying of the Arctic zone of the Russian Federation
- carrying out joint scientific and design developments and their realization before the third parties.
 Subject of the Agreement of the Party see interaction in the following directions:
- carrying out joint applied scientific research in the field of development, development and information support in navigation safety issues in the water area of SMP,
- organization and carrying out scientific works with attraction of personnel capacity of both Parties,
- holding joint actions, in the form of meetings, exhibitions, conferences, seminars, scientific and technical councils, etc.,
- formation of the research programs and projects providing including, mechanisms of exchange of scientific and technical information,
- attraction and integration of students, cadets, graduate students, doctoral candidates and young specialists into educational and research activity and also in joint scientific work,
- development of joint projects in the interests of both Parties and joint introduction of results of scientific and technical and innovative activity and also other intellectual property of the Parties. 
Specific programs of cooperation and joint projects are planned to be determined by additional agreements between Parties.
